The Banque d'Algérie has published Instruction No. 11-26, dated October 7, 2026, outlining the establishment of periodic accounting statements for banks, financial institutions, and payment service providers (PSPs). This instruction is in accordance with Article 8 of Regulation No. 25-07, dated July 24, 2025, governing the chart of accounts applicable to banks and financial institutions. The new rules aim to standardize accounting practices and improve regulatory oversight.

The periodic accounting statements comprise periodic financial situations and related annexed tables, intended for the Banque d'Algérie and the Banking Commission. Banks, financial institutions, and PSPs are required to prepare these statements in accordance with the templates provided in the annex and the nomenclature defined in Article 3 of the instruction. The Banque d'Algérie's governor, Mohand Bouarai, has signed the instruction, which emphasizes the importance of accurate and timely reporting.

PSPs are required to prepare periodic accounting statements in a manner proportionate to the nature, complexity, and volume of their activities. The nomenclature, which includes codes, definitions, and correspondences with the chart of accounts, is accessible and updated via the Banque d'Algérie's website. The deadline for preparing the accounting statements is set at midnight on the last calendar day of the month.

The instruction specifies the periodicity of declarations and the related accounting statements. For monthly periodicity, banks and financial institutions must submit several tables, including those related to credits, deposits, and interbank operations. For quarterly periodicity, they must provide a quarterly financial situation, tables of receivables and commitments, and a statement on the evolution of doubtful receivables.

The instruction also outlines the requirements for the technical systems used to generate accounting entries. These systems must comply with the decree executive No. 09-110, dated April 7, 2009, and generate all periodic accounting statements automatically. The statements must be signed by an authorized director and transmitted to the Banque d'Algérie's website within 15 calendar days following the accounting date.

Failure to comply with the new rules may result in penalties, including fines imposed by the Banking Commission. The instruction also provides guidance on accounting treatments, such as the presentation of loans and fixed-income securities, and the apportionment of accounts between headquarters, branches, and agencies. Additionally, it requires the tracking of values received for collection and not yet credited to the remitter's account.

The new instruction repeals previous instructions, including No. 06-2008 and No. 03-2011, and takes effect from the date of implementation of the regulation referred to in Article 1. The Banque d'Algérie's move aims to enhance the transparency and accountability of the banking and financial sectors, aligning with international best practices and regulatory standards.
