The Angolan government has proposed a 10% salary increase for public sector workers in 2027, according to a meeting between the government and union leaders in Luanda. The proposal was presented by Minister of Public Administration, Labor and Social Security, Teresa Dias, as part of the evaluation of the Triennial Agreement for the valorization of workers. The agreement, signed in 2024, foresaw a cumulative 100% increase in three years.

The 2024 agreement was signed between the government and union leaders to improve working conditions and salaries for public sector workers. However, union leaders have expressed concerns that the proposed 10% increase for 2027 falls short of expectations. According to Francisco Jacinto, secretary-general of the Confederation of Independent and Free Trade Unions of Angola (CG-SILA), the agreement foresaw a 100% increase, but the government only provided 25% in 2025 and 10% in 2026.

The meeting also discussed the implementation of a health insurance product for public sector workers, which will be launched in January 2027. The product, which will be managed by the Public Function Provident Fund, aims to provide health insurance to workers, with priority given to those who currently do not have access to such benefits. Minister Dias stated that the initiative has a significant impact on the State Budget.

Union leaders have welcomed the health insurance initiative but expressed concerns about the 10% salary increase proposal. According to Jacinto, the proposal is "very low" compared to what was agreed upon in 2024. The union leader stated that the government's arguments for the 10% increase are the same as those presented in 2026 and do not justify the proposed increase.

The government and union leaders have agreed to continue discussions on the salary increase proposal. Minister Dias stated that the government aims to ensure sustainability in the measures taken to avoid setbacks. The government has executed 80% of the Triennial Agreement, with some issues still pending implementation.

Francisco Jacinto stated that the union will transmit the proposal to its members to gather their opinions on the process. He emphasized that the 10% increase is far from what is needed to fulfill the 100% increase commitment. The union leader expressed hope that the government will reconsider its proposal and engage in further negotiations.

The proposed 10% salary increase for public sector workers in 2027 will be subject to further discussion and negotiation between the government and union leaders. The outcome of these discussions will determine the salary increase for public sector workers in 2027.
