Paris-based economist and expert-comptable Jules Alingete has published a new book on preventive financial control in the Democratic Republic of Congo (DRC).

Book Tackles Preventive Financial Control

  • The book, titled "Le contrôle a priori des finances publiques en République démocratique du Congo : La raison d'être de la Patrouille financière," explores the concept of preventive financial control.
  • Alingete's approach emphasizes early intervention to prevent financial irregularities and promote good governance.

The book is the culmination of Alingete's 37-year career in finance, including his time as Inspector General of Finance from 2020-2025. During this period, he introduced the "Patrouille financière," a preventive financial control system that has gained international recognition.

Alingete's book has been praised for its original contribution to the field of public finance, and his approach is seen as a model for other countries in Africa. The book was presented on September 18 at a ceremony in Paris attended by high-profile academics and economists from across the continent.
