Algerian President Abdelmadjid Tebboune recently spoke about the country's Programme prévisionnel d'importation (PPI) and the measures taken to regulate the requests of economic operators. During an interview with national media, he addressed the irregularities found in the treatment of certain requests and the fight against fraud. The President emphasized the importance of controlling the needs expressed by companies, stating that an industrial company must be able to determine precisely the products and equipment it needs.

President Tebboune defended the principle of controlling the needs expressed by companies, saying that a company that cannot control its needs is not an industrial company, but rather engages in business. He explained that the authorities' objective is to limit imports that do not correspond to the country's real economic needs. The President also stressed the need to preserve the country's foreign exchange reserves, stating that he will not allow anyone to reduce them.

The President cited several irregularities found in the PPI requests, including 3,961 operators with between zero and five employees, requesting imports totaling $130.32 billion. He also mentioned 581 companies located at the same address in Ouled Fayet and around 200 files with similarities in serial numbers and declared amounts. President Tebboune justified his intervention by the nature of the irregularities and assured that digital tools now allow for better identification of suspicious practices.

President Tebboune denounced certain practices related to the use of public resources and foreign trade operations, citing the case of a producer who used $750 million to import parts and components, but only paid $29 million to the Treasury. He also mentioned the under-invoicing of certain products destined for export, such as dates declared at 40 dinars, while their market price reaches several hundred dinars.

The President emphasized the importance of digitalization in detecting illegal practices, stating that it has contributed to reducing the possibilities of fraud. He cited several examples of manipulations detected in various sectors, including procedures related to the benefit of the right to change guaranteed by the State. President Tebboune warned that the State will remain vigilant against these practices.

President Tebboune attributed certain fraudulent practices to attempts to weaken the State and prevent it from achieving its objectives. He assured that the State will continue to monitor these practices and take measures to prevent them. The President concluded by emphasizing the importance of convincing and rationalizing the import requests, in order to ensure that the country's economic needs are met.

The Algerian government has taken measures to regulate the import program and prevent irregularities, including the implementation of digital tools to monitor requests and detect suspicious practices.
