The President also addressed the digital connection between state institutions, instructing the preparation of a presidential decree on a secure digital connection plan.

President Tebboune emphasized the need for inter-provincial connections to facilitate smoother local data registration. He also stressed the importance of reviewing the basic law for civil protection personnel, including a comprehensive raise in salaries and a revised ranking system.
The President outlined several directives for the civil protection services, including continuous training throughout their careers, technical and technological updates to equipment, and the establishment of monitoring points in collaboration with the Ministry of Agriculture. He also instructed the gradual reinforcement of the firefighting aircraft fleet and the institutionalization of seasonal volunteering in civil protection.
Focusing on the 2025-2026 harvest and crop season, President Tebboune instructed the Minister of the sector to prepare a monthly newsletter and assign governors to closely monitor production rates and quantities of various grains. He emphasized the need for immediate digitalization of the agricultural product payment system and close collaboration with the National Institute of Statistics.
The President also highlighted the importance of reassessing the role of the Algerian Grains Office and specialized agricultural institutions to improve their performance and modernize them. He announced plans to launch a national land analysis program to determine and classify the nature of agricultural land in each region. Furthermore, he emphasized the need to shift towards using treated water for irrigation and to develop a more effective agricultural guidance law.
