The Algerian highway project aimed at connecting Tizi Ouzou to the East-West highway has faced significant delays, with only 52% of the work completed 7 years after its launch. The contract was awarded to an Algerian-Turkish consortium, comprising ÖZGÜN, Nurol, and ENGOA, in April 2013 for a sum of 55.96 billion Algerian dinars, approximately $500 million. Despite the significant investment, the project's progress has been slow, with only 2 out of 10 kilometers of the prioritized section completed.
According to Smail Rabhi, Director of Public Works, the main reason for the delay is the lack of financial credits, which has hindered the payment of companies and workers, leading to several work stoppages. The last work stoppage occurred 2 months ago, but work has since resumed at a slow pace. Rabhi expressed optimism that a 10km section of the highway could be completed by the end of August or early September.
Expropriation issues have also contributed to the project's delays. Rabhi stated that 70% of the expropriation process has been completed, with 50 families compensated. However, the process is ongoing, and additional funding is required to complete it. The issue of opposition from local residents, particularly in the village of Maamar, remains unresolved but is not considered a priority at this stage.
