The Algerian National People's Assembly (APN) has resumed its plenary sessions to examine the 2027 finance bill (PLF). Finance Minister Mohamed Lamine Lebbou presented the main lines of the PLF 2027, which forecasts a 7.4% increase in budget revenues to 9251.1 billion dinars. The bill also projects expenditures of 17,251.6 billion dinars in commitment authorizations and 17,882.6 billion dinars in payment credits.
The 2027 budget plan anticipates a 4.2% growth rate. It allocates 4,356.64 billion dinars in commitment authorizations and 4,415.35 billion dinars in payment credits for transfer expenditures, including subsidies. These figures indicate a significant increase in public spending, which could have a positive impact on the country's economy.
The APN's finance and budget commission has proposed 26 amendments to the PLF 2027. One of these amendments, Article 169 bis, suggests establishing a special device for Algerians living abroad who wish to return to the country permanently. To be eligible, individuals must have resided abroad for at least three years without interruption.
The proposed device would allow eligible Algerians to import equipment and materials related to their economic or professional activities abroad, exempt from foreign trade and exchange controls, as well as customs duties and taxes. This measure aims to facilitate the return of Algerians from abroad and attract skills and entrepreneurs to contribute to the country's economic development.
The 2027 budget plan and proposed amendments reflect the Algerian government's efforts to boost economic growth and encourage investment. By implementing measures to attract Algerians from abroad, the government hopes to tap into their skills and expertise to drive economic progress.
Finance Minister Lebbou's presentation to the APN highlights the government's commitment to transparency and accountability in budget planning. The proposed amendments and measures outlined in the PLF 2027 demonstrate a willingness to engage with different stakeholders and consider their input in shaping the country's economic strategy.
The Algerian government's initiatives to encourage the return of Algerians from abroad could have a positive impact on the country's economy and demographic landscape. By providing incentives and support, the government aims to create a more favorable environment for individuals who wish to return to their home country and contribute to its development.
