The Algerian National Social Security Fund (CNAS) has organized a sensitization campaign in Bouira to encourage employers to declare their employees' salaries and combat undeclared work. In 2018, the CNAS in Bouira recorded 185,122 insured individuals, a 2% increase from 2017. The majority of insured individuals, 110,685, work in the public administration sector, while 30,473 work in the private economic sector. The CNAS also reported that 6,468 private economic sector employers have a total of 30,473 insured employees. The public economic sector has 168 employers with 43,909 insured employees.
However, Abdelli expressed concern about the low rate of DAS submissions, which was around 60% in 2018. This means that 40% of employees' rights were not claimed. The CNAS director attributed the low rate to delays in submissions, particularly in the public administration sector. He emphasized the importance of submitting DAS on time to ensure that employees' rights are protected.
The CNAS in Bouira covers a population of over 800,000 insured individuals, affiliates, and dependents. Abdelli stressed that it is crucial for employers to submit DAS on time to ensure that employees' rights are covered. The CNAS is working to improve its services and encourage employers to submit their DAS electronically.
The CNAS is also working to clean up its files on foreign workers in Bouira. Abdelli stated that the CNAS and the employment directorate are working together to verify and clean up the list of foreign workers. Foreign workers are required to have a work permit, which allows them to work only in the province where they are issued.
In 2018, 1,574 DAS were submitted by employers, representing a 22% submission rate. Abdelli considered this rate to be appreciable. He expects a higher submission rate in 2019, as employers are now required to submit DAS electronically through a dedicated portal.
