Algeria has recently signed several memorandums of understanding (MoUs) and cooperation agreements with international partners to strengthen partnerships, exchange expertise, and develop cooperation in the hydrocarbons sector. The agreements were signed on the sidelines of the 14th edition of the Energy and Hydrogen Conference for Africa and the Mediterranean, NAPEC 2026, held in Oran. The ceremony was presided over by Minister of State and Minister of Hydrocarbons, Mohamed Arkab.
The agreements aim to reinforce international cooperation, exchange expertise, develop national competencies, and attract quality investments to contribute to the development of the hydrocarbons sector and promote Algeria's attractiveness for investments in this domain. The signings took place at the Mohamed Benahmed Convention Centre in Oran, in the presence of key officials, including the President of the Hydrocarbons Regulation Authority, Amine Remini, and the President of the Steering Committee of the National Agency for the Valorization of Hydrocarbons Resources, Abdelkader Cherfaoui.
One of the agreements signed was a protocol of understanding between the Hydrocarbons Regulation Authority and Eni Algeria Exploration. The protocol establishes a framework for cooperation and exchange of expertise in several technical and regulatory areas related to hydrocarbons activities. The areas of cooperation include international technical standards, health, safety, and environmental protection, well integrity and safety, major risk prevention, and environmental protection.
The protocol also provides for cooperation in the field of training and capacity building, through the identification of needs and training areas for the benefit of the human resources of the Hydrocarbons Regulation Authority, as well as the utilization of available expertise from Eni. This agreement is expected to enhance the capabilities of the Authority and promote best practices in the hydrocarbons sector.
Another agreement signed was a memorandum of understanding between the National Agency for the Valorization of Hydrocarbons Resources (ALNAFT) and the Thai company, PTT Exploration and Production (PTTEP). The MoU aims to establish a framework for cooperation, enabling PTTEP to explore investment opportunities in Algeria's hydrocarbons sector, with the support and accompaniment of ALNAFT.
The MoU between ALNAFT and PTTEP also seeks to strengthen the exchange of information and institutional dialogue, as well as identify areas of common interest, contributing to the development of new partnerships and the exploration of investment opportunities in the hydrocarbons sector. This agreement is expected to promote cooperation and investment between Algeria and Thailand in the hydrocarbons sector.
The signing of these agreements demonstrates Algeria's commitment to strengthening its partnerships and cooperation with international companies to develop its hydrocarbons sector.
