Algeria is currently hosting the 14th edition of the North Africa and Mediterranean Energy and Hydrogen Conference and Exhibition, NAPAC 2026, in Oran from October 5-7. The event was inaugurated by Minister of State and Minister of Energy, Mohamed Arkab. On the sidelines of the conference, Arkab supervised the signing of several memoranda of understanding and cooperation agreements aimed at enhancing cooperation, exchanging expertise, and developing partnerships in the hydrocarbons sector.
The signing ceremony was attended by the President of the Regulatory Authority for Hydrocarbons, Amin Ramin, and the President of the National Agency for the Valorization of Hydrocarbons Resources, Abdelkader Cherfaoui, among other officials from the Ministry of Energy and relevant agencies. One of the agreements signed was a protocol between the Regulatory Authority for Hydrocarbons and Italian company Eni Algeria Exploration B.V. The protocol aims to establish a framework for cooperation and exchange of expertise in several technical and regulatory areas related to hydrocarbons activities.
The cooperation between the Regulatory Authority for Hydrocarbons and Eni Algeria Exploration B.V. will focus on international technical standards applied in hydrocarbons activities, health, safety, and environmental regulations, well safety and integrity, environmental protection, and major risk prevention. The agreement also opens up opportunities for cooperation in training and capacity building for the staff of the Regulatory Authority for Hydrocarbons, leveraging Eni's expertise. This cooperation may also extend to the Ministry of Energy and the National Agency for the Valorization of Hydrocarbons Resources.
Another agreement signed was a memorandum of understanding between the National Agency for the Valorization of Hydrocarbons Resources and Thai company PTT Exploration and Production Public Company Limited (PTTEP). The memorandum aims to establish a framework for cooperation that allows PTTEP to explore investment opportunities in Algeria's hydrocarbons sector, with support and accompaniment from the National Agency. This cooperation seeks to promote institutional dialogue, exchange of information and expertise, and highlight investment opportunities in Algeria's mining sector.
