The National Bank of Rwanda (BNR) has released its Monetary Policy and Financial Stability Statement, highlighting that 96% of Rwandans have access to formal financial services. This includes banking services, microfinance institutions, and digital financial services such as Mobile Money and eKash. The report, released on October 8, 2026, aims to provide an update on the country's economic situation and the measures in place to maintain financial stability.

While access to formal financial services is high, the quality of these services remains a concern. BNR Deputy Governor, Barigye Nick, noted that although 96% of Rwandans have access to financial services, there are still challenges related to the usage and effectiveness of these services. He emphasized that the focus should shift from mere access to ensuring that individuals and businesses can effectively utilize these services to improve their financial health.

According to BNR's research, only 10% of Rwandan adults have a high level of financial resilience, meaning they can withstand financial shocks. The remaining 36% face difficulties in meeting their daily needs and are vulnerable to economic shocks. Barigye Nick highlighted that the current challenge is not just about increasing access to financial services but also about ensuring that individuals and businesses can manage their finances effectively.

To address these challenges, BNR is implementing policies to promote financial inclusion, particularly for women and youth. The central bank has introduced regulations requiring banks and financial institutions to prioritize women's access to financial services, as they play a crucial role in Rwanda's economic development. Additionally, BNR is encouraging financial institutions to provide services tailored to the needs of women and youth.

The BNR report also emphasizes the importance of digital financial services in promoting financial inclusion. The central bank is promoting the use of digital platforms, such as mobile banking and online payment systems, to increase access to financial services. This is particularly important for rural communities and small businesses, which often face difficulties in accessing traditional banking services.

Financial experts have welcomed the BNR's efforts to promote financial inclusion and stability. They note that increasing access to formal financial services is a critical step towards promoting economic development and reducing poverty. However, they also emphasize the need for continued efforts to improve financial literacy and education, as well as to address the underlying challenges facing the financial sector.

The BNR's Monetary Policy and Financial Stability Statement provides a comprehensive overview of Rwanda's economic situation and the measures in place to maintain financial stability. The report highlights the progress made in promoting financial inclusion and access to formal financial services, as well as the challenges that remain. As the country continues to implement policies to promote economic development, the BNR's efforts to promote financial stability and inclusion will be crucial in achieving these goals.
