The housing crisis in Tizi-Ouzou, Algeria, persists despite numerous initiatives launched in the city and surrounding communes. As part of the social housing program, known as LPL, the Tizi-Ouzou province has been allocated 9,000 units. According to Argoub Habib, Director of Housing, 4,000 units are expected to be delivered in 2019, with over 2,000 currently under construction in the commune of Tizi-Ouzou.
The remaining 5,000 units of the LPL program are scheduled for completion in 2020, with the projects spread across various communes. In addition to the LPL program, the AADL program has 5,700 units underway, with over 2,000 units to be delivered in 2019. The commune of Tizi-Ouzou will receive half of these units, while the remaining 1,000 units will be distributed among the excellence pole, Aghribs, Draâ El-Mizan, and Tamada.
A total of 3,700 units from the AADL program are expected to be completed in 2020. Regarding rural housing assistance, 23,000 applications have been recorded across the Tizi-Ouzou province. The province requested 5,000 assistance packages as a first tranche but was only allocated 2,200. The lists are currently under review for part of the quota, while another part is being processed at the commune level.
The previous LPA program, which experienced significant delays due to various disputes, still has 2,400 units to be completed. Currently, 1,650 units with a progress rate of 30-60% are under construction. However, 750 units are stalled due to issues between buyers and promoters, while 394 units are awaiting new contractors after the initial companies were deemed non-compliant.
Of the 1,650 units under construction from the LPA program, 700 are expected to be delivered in 2019, with the remainder to be completed in 2020. The province has also benefited from two new LPA programs: one for 1,000 units in 2018 and another for 3,000 units in 2019. For the 2018 program, administrative and technical procedures are underway for 350 units, with three transfer decrees issued.
For the 650 remaining units from the 2018 LPA program, transfer decrees are being processed, while the 2019 program is in the process of launching calls for interest for 1,000 units. The main issue is not the lack of programs but rather the availability of land. The LPP segment has a program of 453 units under construction in Draâ El-Mizan, Oued Fali, and Tamda, with a progress rate ranging from 40 to 90%.
In total, 6,000 housing units are expected to be delivered in Tizi-Ouzou in 2019 under the LPL and AADL programs. The province is working to address the housing crisis, with various programs and projects underway to provide affordable housing for its residents. Key initiatives include the completion of 4,000 LPL units and 2,000 AADL units in 2019.
