The Autorité de Régulation de la Commande Publique (ARCOP) in Burkina Faso has released its 2025 activity report, highlighting key developments in public procurement regulation. On November 5, 2026, ARCOP presented the report in a press conference held at its headquarters in Ouagadougou. The report reveals that 156 enterprises and their leaders were suspended from public procurement for one to two years due to irregularities.

In addition to suspensions, 46 enterprises faced financial sanctions for failing to properly execute their contracts. The ARCOP's activities in 2025 focused on three main areas: dispute resolution and discipline, capacity building for stakeholders, and improving the regulatory framework. A total of 1,149 appeals were recorded, representing a 16% increase from 2024, comprising 746 complaints, 177 requests for conciliation, and 226 disciplinary cases.

The ARCOP examined these cases in 96 sessions of the dispute resolution body and received 32 denunciations, with three leading to investigations. These actions aim to combat malpractice and enhance accountability among public procurement stakeholders. Beyond disciplinary measures, the ARCOP organized 37 training sessions for 1,520 participants, including 488 who received certification.

The institution also engaged in eight reflection forums and consultations with various stakeholders, such as judicial authorities, control bodies, media, and public market execution monitoring services. In terms of regulation, 2025 saw the continued implementation of Law No. 005-2024/ALT of April 20, 2024, governing public procurement.

The ARCOP worked on 12 draft decrees and adapted 13 national standard acquisition files. It also established a pool of auditors with diverse profiles and developed a specific strategy to combat fraud and corruption in public markets. Economic data from 35 central state structures show 5,316 contracts concluded in 2025, an 18% increase from 4,492 in 2024.

However, the total financial value of these contracts decreased by 7%, from 616 billion FCFA in 2024 to approximately 574.7 billion FCFA in 2025. These figures only account for the 35 central state structures and not the entire country's public markets.

The ARCOP's President, Abdallah Youssef Chahine Traoré, emphasized the importance of rigorous public resource management, highlighting that these results underscore the economic significance of public procurement and the need for transparent and efficient management.
