World Vision Uganda, a Christian Relief, Development and Advocacy Non-Government Organization, is seeking a qualified MEAL Officer for its Rwamwanja project. The successful candidate will be responsible for developing and administering digital monitoring tools to track project outputs, outcomes, and key graduation indicators. The project aims to support households in achieving self-reliance and graduation from poverty. World Vision Uganda currently operates in over 41 districts across the country.
The MEAL Officer will be responsible for maintaining an accurate household-level beneficiary database, capturing household vulnerability profiles, support received, livelihood activities, savings, productive assets, and progress against agreed graduation criteria. The officer will conduct routine household and field monitoring to track changes in graduation indicators and identify households requiring additional support or referral. This will involve collaborating with program teams and partners to ensure effective implementation of the project.
The MEAL Officer will also support and coordinate baseline, outcome monitoring, endline, and other project assessments, including household surveys and tracer exercises, to measure progress towards graduation outcomes. This will involve cleaning, analyzing, and consolidating monitoring data and regularly updating the Indicator Tracking Table, beneficiary database, and project dashboards to support timely reporting and program decision-making.
In addition to monitoring and evaluation, the MEAL Officer will support the implementation of the project learning agenda by analyzing monitoring and assessment findings to identify what is working, what is not, and factors influencing household progression towards graduation. The officer will facilitate routine reflection and learning sessions with program teams and partners to review evidence, identify implementation challenges, and agree on actions for program adaptation.
The MEAL Officer will also be responsible for ensuring that participating households are adequately informed about program objectives, selection criteria, graduation pathway, support package, duration, and participant responsibilities. This will involve supporting accessible feedback and complaints mechanisms and conducting periodic participant feedback and satisfaction assessments to assess household experiences with the graduation package.
To qualify for the position, applicants should have a University Degree in Statistics, Economics, Monitoring and Evaluation, Development Studies, Demography, Social Sciences, Data Science, or a related field. A Postgraduate Diploma or Master’s degree in Monitoring and Evaluation, Statistics, Development Studies, or a related field is an added advantage. Applicants should also have at least three years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) in areas of livelihoods, resilience, and economic empowerment from graduation programs.
