Katsina State Governor, Malam Dikko Umaru Radda, has announced that the World Bank is interested in adopting the state's Community Development Programme (CDP) framework as a model for other states in Nigeria. This development follows a recent engagement between Governor Radda and a World Bank delegation, which expressed satisfaction with the programme's effectiveness and grassroots impact. The CDP's community-based approach to delivering government interventions has been recognised as a valuable model.

Governor Radda made the disclosure at the inauguration of the Dikko Mai da Alkhairi da Alkhairi movement at the Local Government Service Commission in Katsina. He commended members of the Community Development Programme for their contributions to grassroots development and for establishing the movement, describing it as an expression of appreciation by people who had witnessed the impact of his administration's programmes in their communities.

The Governor recalled that when the Director-General of the Dikko Maida Alkhairi Da Alkhairi initially discussed the initiative with him, its political dimension was not fully disclosed. The organisers believed he might not agree with it because the CDP was established primarily around the administration's development policies. Radda commended the CDP for taking government interventions and development initiatives to communities across the state.

The effectiveness of the programme has attracted the attention of development partners, particularly the World Bank delegation that recently visited the state. According to Governor Radda, the delegation indicated interest in taking the Katsina CDP framework as a model for consideration and possible adoption in other states of the country. This recognition demonstrates the value of the CDP's community-based approach to delivering government interventions.

The Director-General of Maida Alkhairi Da Alkhairi, Associate Professor Kamaluddeen Kabir, explained that the philosophy behind the movement is anchored on the principle, "Hal jaza'ul ihsani illal ihsan" — "Is there any reward for good other than good?" This principle captures the essence of the movement, which emerged from the experience and impact of the Community Development Programme under the Radda administration.

The movement was established because the community development structures have become an important channel for communicating government programmes and delivering their impact to communities. Deputy Director-General of the Movement, Muntari Musa, appreciated members of the organisation for their participation, describing the network as a grassroots structure comprising Community Liaison Officers (CLOs) and community development leaders from the 361 wards of the state.

The event was attended by the Speaker of the Katsina State House of Assembly, Hon. Nasir Yahaya Daura, members of the Katsina State Executive Council, community development leaders, CLOs, political stakeholders, and representatives from across the 34 local government areas of the state. APC Chairman in Katsina State, Hon. Dr Bashir Gambo Saulawa, expressed appreciation for the establishment of the movement, describing its members as important ambassadors of the administration at the grassroots.
