UNWomen Uganda has announced a job vacancy for a National Consultant to evaluate the SASA Together Strategy. The strategy aims to shift social norms, balance relationship power dynamics, and reduce intimate partner violence (IPV) in Amudat, Tororo, and Kasese districts. The consultant will assess the effectiveness of the program, which was implemented between 2019 and 2026. The evaluation will cover selected sub-counties where SASA Together activities were concentrated.
The SASA Together program is designed to eliminate discrimination against women and girls, empower women, and achieve equality between women and men. The program targets key demographic segments, including women and men in intimate partnerships, Community Activists (CAs), formal/informal community leaders, and institutional allies. The consultant will conduct an initial desk review of available documents, gather and analyze project data, and conceptualize the evaluation approach.
The consultant's key duties and responsibilities include developing the evaluation methodology, stakeholder analysis, evaluation matrix, and data collection tools. They will also engage with a reference group, review existing data, and collect primary quantitative and qualitative data from beneficiaries and selected stakeholders. This will involve traveling to project locations in Kasese, Amudat, and Tororo districts.
The consultant will conduct in-depth interviews with national UN Women staff, responsible partner organizations, and other stakeholders as necessary. They will prepare the first draft of the evaluation report and submit it to the Evaluation Reference Group for comments and possible endorsement. The consultant will also present the evaluation findings for validation with the Evaluation Reference Group.
The final evaluation report should not exceed 30 pages, excluding annexes and technical appendices, and should be written in English, font Calibri, size 11. The consultant is expected to have strong knowledge of program formulation and implementation, Results-Based Management, and various evaluation methodologies. They should also have experience in designing and conducting rigorous impact evaluations of gender-based violence prevention programs.
To be eligible for the position, candidates should have a master's degree or equivalent in Gender/Women's studies, Social Sciences, Human Rights, or a related field. They should also have at least 5 years of progressively responsible experience in designing and conducting rigorous impact evaluations of gender-based violence prevention programs. Experience working on SASA!/SASA! Together framework or similar community mobilization programs is required.
