Uganda's Parliament has begun the vetting process for President Museveni's nominees to the Public Service Commission and the Financial Intelligence Authority. The Appointments Committee, chaired by Speaker Jacob Marksons Oboth, is overseeing the process. The nominees were appointed by Museveni on August 30, 2026, following a selection process involving the Office of the Head of Public Service.
Nine of the nominees are lined up for the Public Service Commission, with Vincent Seruma proposed as Chairperson and Jane Sanyu Mpagi as Deputy Chairperson. The other nominees are Dr Anthony Taabu Munyaho, Dr Hanifah Naamala Sengendo, Florence Mugonya Malinga, Dr Opio Alex Achol, Kenneth Namboga Madete, Patrick Ngolobe, and Mauda Norah Mugisha. They will be responsible for managing Uganda's public service, including recruitment, appointment, confirmation, and promotion of public officers.
The Public Service Commission plays a crucial role in guiding and coordinating District Service Commissions, which handle public-service appointments and other human-resource matters at local-government level. The Commission helps determine who enters the public service, who moves up the ranks, and how disciplinary cases involving public officers are handled within its legal mandate.
In addition to the Public Service Commission nominees, the committee also vetted Maris Wanyera for appointment as a member of the Financial Intelligence Authority. Wanyera has been nominated to the FIA Board as the representative of the Ministry of Finance, Planning and Economic Development. The FIA is tasked with following suspicious money trails and helping authorities detect financial crimes.
The Financial Intelligence Authority receives and analyses information from banks, financial institutions, and other businesses that are required to report suspicious transactions. The Authority focuses particularly on money laundering and terrorism financing and can share financial intelligence with relevant authorities when suspicious activity is detected. Its Board provides policy direction and oversight to the Authority.
The vetting of the nominees is significant because the two institutions deal with two different but important areas of government, the management of public servants and the monitoring of financial activity linked to crime. The nominees now await the next steps in the parliamentary approval process before assuming their respective positions.
The Parliament's Appointments Committee will review the nominees' qualifications and suitability for the positions. Once the committee has completed its review, the nominees will be put to a vote in Parliament. If approved, they will be appointed to their respective positions and begin their terms.
