Romanian authorities reported on Monday that a merchant vessel had sunk in the Black Sea, resulting in the deaths of two seafarers. The incident occurred about 30 nautical miles south of the Romanian Black Sea town of Sfântu Gheorghe, within Romania's exclusive economic zone. Eleven crew members were rescued, according to the Romanian Ministry of the Interior. The vessel sank after a fire broke out on board.

Ukrainian President Volodymyr Zelensky described the incident as a "horrific strike" by two Russian drones on the freighter. He stated that Kiev had repeatedly proposed taking steps to de-escalate the situation in the Black Sea, but Russia had chosen to terrorize and sink civilian vessels instead of engaging in normal maritime navigation. The Black Sea has been a site of repeated attacks in Russia's war against Ukraine.

According to unconfirmed media reports, the vessel was a Turkish ship carrying grain and bound for Italy. The incident is part of a larger pattern of Russian aggression in the region. Ukrainian border crossings with Poland, Moldova, and Romania have been repeatedly attacked, apparently in an effort to isolate Ukraine. A projectile struck a border crossing with the Republic of Moldova during a Russian attack, injuring a Ukrainian border guard.

The conflict in Ukraine has resulted in significant human suffering. At least six people were killed and 59 others injured in a Russian glide bomb attack on the eastern Ukrainian city of Kharkiv. The search for possible further victims continues among the rubble of a residential building. Kharkiv Mayor Ihor Terekhov stated that the Russian air force attacked the city with three so-called glide bombs.

President Zelensky expressed hope that talks on ending the war could resume soon. He expects a trilateral meeting in October, and his negotiating team is ready. However, he emphasized that Russia must also be willing to engage in diplomacy. Zelensky urged the US and Ukraine's strong partners to persuade Russia to take concrete steps towards peace.

Russian President Vladimir Putin has reiterated that Moscow is prepared to enter into negotiations, but on terms acceptable to the Russian Federation and the Russian people. However, Kiev, its Western allies, and observers have serious doubts about Moscow's genuine willingness to engage in talks. Russia has repeatedly signaled a willingness to negotiate, only to later back away from that position.

The conflict in Ukraine has been ongoing for over four and a half years. Ukraine continues to fend off Russia's full-scale invasion. The international community remains concerned about the situation, with many calling for a peaceful resolution.
