The Tunisian Parliament's Committee on Defense, Security, and Armed Forces and the Committee on Internal Affairs, Immunity, and Legal Matters convened a joint session on Tuesday to discuss the 2027 national defense budget. The session included Minister of National Defense Khaled Al-Shehili and his accompanying delegation. The proposed budget is part of the 2026-2030 development plan and aligns with the ministry's overall strategy for 2021-2030.
Minister Al-Shehili stated that the 2027 national defense budget has increased by 12% compared to 2026, reaching 5,628.249 million dinars, excluding self-generated resources from public institutions. He noted that investment expenditures have risen by 15%, accounting for 28% of total allocations. The minister emphasized the adoption of a methodology that prioritizes rationalizing expenses and enhancing governance, considering the country's limited resources and the need for balance between national security requirements and financial equilibrium.
The joint session reviewed the main features of the 2027 national defense budget and the 2026 annual performance project, which includes four programs: military intervention, technical logistical support, military personnel welfare, and command and support. Members of parliament inquired about aspects of human resource management, military service, healthcare, and the status of the national military service law.
The meeting also touched on professional military training, with several lawmakers highlighting its importance and suggesting that it should be made more widely available. Discussions also covered scientific research, innovation, digitalization, military manufacturing, and technological advancements, as well as cooperation with the private sector.
The session included debates on international military cooperation, future projects, and strategic programs. Lawmakers posed questions and made suggestions regarding support for the military institution and enhancing its readiness to carry out its duties effectively.
Minister Al-Shehili and his delegation provided clarifications and data on the issues raised by lawmakers from both chambers. The information will be included in a joint report by the two committees on the national defense budget.
The review of the 2027 national defense budget reflects the Tunisian government's efforts to prioritize national security while navigating financial constraints. The proposed budget aims to enhance the country's defense capabilities and align with its long-term development goals.
