The Tunisian insurance market is witnessing a substantial increase in motorcycle insurance contracts. According to Emad Hamdi, Acting General Manager of the Tunisian Union of Insurance Companies, the total number of motorcycle insurance contracts is expected to reach 40,877 by the end of 2026. This represents a 100% increase compared to 2025. The surge in contracts is attributed to the expansion of the distribution process to include motorcycles with engine capacities between 50 and 125 cc.
The number of motorcycle insurance contracts has been rising steadily. As of September 2026, there were 30,658 contracts, up from 20,398 for the entire year of 2025. This marks a 50.3% increase. The distribution of insurance claims for motorcycles and two-wheeled vehicles also saw a significant rise, from 16,004 in 2024 to 20,398 in 2025, representing a 27.4% growth. The Tunisian Union of Insurance Companies has been actively promoting the insurance process to encourage motorcycle owners to participate.
The distribution of insurance claims is carried out through the Tunisian Union of Insurance Companies' platform. The union ensures that claims are distributed to the nearest location to the policyholder's residence and governorate. To obtain insurance, motorcycle owners are required to provide essential documents, including the vehicle's registration card and proof of payment of the annual tax. This process is expected to generate additional revenue for the state's budget.
The increase in insurance contracts is also attributed to the efforts of the Tunisian Union of Insurance Companies and security authorities to organize awareness campaigns. These campaigns aim to promote the importance of insurance and the wearing of helmets. The expansion of the distribution process to include motorcycles with higher engine capacities has contributed to the growth in insurance contracts.
Despite the progress, the insurance penetration rate for motorcycles in Tunisia remains low. Estimates suggest that there are approximately 2 million motorcycles in the country, but only 20,000 are officially registered. This significant gap highlights the need for further awareness and regulatory measures to encourage motorcycle owners to obtain insurance.
Several factors contribute to the low insurance penetration rate, including difficulties in vehicle registration and the lack of official documents for some vehicles. Additionally, some motorcycle owners are hesitant to obtain insurance due to the high risk of accidents, which can be costly for insurance companies.
The Tunisian Union of Insurance Companies is working to address these challenges. By promoting awareness and improving the distribution process, the union aims to increase insurance penetration and provide greater protection for motorcycle owners. The expected growth in insurance contracts is a positive step towards achieving this goal.
