The representatives of Tunisia's Government Presidency were jointly audited by the Assembly of People's Representatives (ARP) and the National Council of Regions and Districts (CNRD) on November 4, 2026. This audit was part of the examination of the institution's budget project for the 2027 fiscal year. The proposed budget for 2027 stands at 377,924 thousand dinars, marking a 0.3% increase from the previous year.

The budget will be allocated across six programs: supervision, control, information and communication, training, public sector management, administrative services modernization, and steering and support. At the start of the session, the head of the General Committee for Public Service presented an overview of the Government Presidency's missions and key national frameworks guiding its actions.

These frameworks include the circular on the preparation of the 2027 state budget project, the 2026-2030 Development Plan, the National Digital Transformation Strategy by 2025, and the modernization strategy for administration and public service. The presentation highlighted the main missions of the Government Presidency, such as enhancing the effectiveness of governmental action and consolidating good governance principles.

The discussion also touched on the partnership between the public and private sectors, emphasizing the need for better coordination of governmental action, promoting a culture of performance, rationalizing resources, and improving public service quality. Deputies inquired about the modernization of administration through digitalization, simplification of procedures, and development of online public procurement.

They also raised concerns about the reform of public establishments and enterprises, calling for an enhanced role in the national economy. The evaluation of public-private partnership (PPP) experiences and the difficulties in executing public contracts, especially for large projects, were also debated. Deputies sought clarification on the criteria for setting priorities in this area.

The issue of employment was a significant part of the discussions, with deputies stressing the need for a comprehensive approach to regularize professional situations related to precarious employment and ensure a better distribution of agents across administrative services. The implementation of a digital platform for applying Law No. 2025-18, which concerns the recruitment of long-term unemployed university graduates in the public sector, was also addressed.

The 2027 budget for the Government Presidency is part of Tunisia's broader efforts to enhance governance and public service delivery. The audit reflects the legislative body's oversight role in ensuring transparent and efficient use of public funds. The proposed budget increase and allocation across various programs aim to support these objectives.
