The Tunisian parliament's General Legislation Committee held a joint session with the Internal Affairs and Immunities Committee to review the 2027 budget for the Higher Temporary Council of Judiciary. The session was part of the state's budget review process. The council's first deputy, Samira Qeiza, stated that the budget was prepared according to the 2019 Budget Law and a government circular.

The proposed 2027 budget for the council is 1,525 thousand dinars, similar to 2026. The allocation includes 650 thousand dinars for rent, 864 thousand dinars for operating expenses, and 11 thousand dinars for intervention credits. Qeiza explained that the council's budget is prepared based on the 2024 and 2025 budgets and the first half of 2026.

During the session, lawmakers discussed the temporary nature of the council and emphasized the need for a permanent council to ensure the proper functioning of the judiciary and its independence. They also stressed the importance of providing suitable working conditions for judges. The council's digitization program was also discussed, with lawmakers urging its acceleration to improve service quality and reduce judicial delays.

The council's digitization program aims to improve the efficiency of judicial services. Qeiza stated that work is ongoing to digitize services and simplify procedures. The Administrative Court's advisory services have already been fully digitized. Lawmakers also emphasized the need for mechanisms to ensure the execution of court judgments, which would enhance citizens' trust in state institutions.

In response to lawmakers' questions, Qeiza addressed the council's vacant positions, stating that they did not hinder the council's ability to make decisions. She also reported that the Financial and Administrative Councils have met to discuss judicial promotions and movements within their respective jurisdictions.

Qeiza highlighted the importance of addressing the challenges of implementing court judgments, which requires legislative intervention. She noted that a follow-up cell at the Administrative Court has helped resolve some issues related to judgment implementation. The session was chaired by the committee chairs, Fawzi Dacass and Fawzia Naoumi.

The joint session was attended by members of the General Legislation Committee and several non-committee lawmakers. The 2027 budget review is part of Tunisia's budget preparation process, which includes various state institutions and agencies. The country's budget planning aims to allocate resources effectively and prioritize key sectors.
