The Tshuapa province in the Democratic Republic of Congo has recently revised its education funding distribution, addressing controversy surrounding the allocation of funds to various stakeholders. According to reports, the initial arrangement, as per the provincial governor's decree, sparked debate by including a quota for the Provincial Assembly and the Vice-Governor. However, following intervention by the Provincial Minister of National Education, Fidèle Likombe, the committee for provincial education, Tshuapa 1, has made significant changes.

The revised allocation maintains the overall sum of 20,000 Congolese francs (FC) per student. Notably, the Provincial Assembly and the Vice-Governor will no longer receive funding. The Provincial Assembly previously received 1,500 FC per student, while the Vice-Governor received 1,000 FC per student. This translates to a total of 2,500 FC per student being redirected towards a project of general interest.

The reallocated funds will be used to finance the establishment of a scanning center for the State Examination in the province. According to Prosper Bakoli, the Provincial Director of National Education in Tshuapa 1, this decision was made in response to concerns raised by parents. The move aims to address the needs of the province and provide it with its own scanning center, eliminating its reliance on other provinces for scanning examination materials.

The decision has been welcomed as it brings an end to the controversy surrounding the funding distribution. By removing the Provincial Assembly and the Vice-Governor from the allocation, the revised arrangement focuses on supporting education in the province.

The changes were announced during a meeting of harmonization held in Boende on October 31, 2026. The meeting was attended by various stakeholders, including the Provincial Director of National Education, who relayed the minister's instructions.

With the new arrangement in place, the Tshuapa province is expected to benefit from improved education infrastructure. The scanning center for the State Examination will enhance the efficiency and effectiveness of the examination process.

Key stakeholders have supported the revised funding distribution, which is seen as a positive step towards addressing concerns in the education sector. The decision reflects efforts to prioritize education and respond to the needs of the local community.
