The program is one of the operational mechanisms for implementing the national decentralization strategy adopted by the government.
The program operates in five regions, covering 145 municipalities, which is more than 60% of the country's municipalities. The program's interventions are implemented through municipalities, applying the principle of decentralization. The program has a five-year duration, extendable to ten years, and focuses on financing proposed projects and basic infrastructure.
