The Togolese National Assembly's finance and economic development committee began reviewing the 2026 revised budget and 2027 budget on November 6 in Lomé. The review, opened by National Assembly President Prof. Komi Selom Klassou, involves examining budget forecasts, discussions with ministry officials, and resource allocation based on national priorities. The process follows constitutional and community directives from the West African Economic and Monetary Union (UEMOA).

Finance and Budget Minister Essowè Georges Barcola explained that the 2026 budget revision considers the international economic downturn and measures to support purchasing power and improve living conditions. The revised 2026 budget stands at 2,744.2 billion CFA francs, with a budget deficit of 247.6 billion CFA francs, or about 4% of the Gross Domestic Product (GDP). This represents an increase from the initial 206.6 billion CFA francs, or 3% of GDP, due to enhanced support measures for the population.

The government aims to continue strategic investments while maintaining public finance sustainability. For 2027, the proposed budget is 2,684.1 billion CFA francs for resources and expenditures. The social sector will receive 48.8% of the funds, followed by 28.4% for economic transformation and 22.8% for state reinforcement, including territorial development.

National Assembly President Prof. Komi Selom Klassou noted that the review occurs amid economic, security, and climate challenges. He urged deputies to consider the impact of proposals on citizens' daily lives, emphasizing the need to assess not only planned expenditures but also expected outcomes in health, education, youth employment, and access to clean water.

Klassou stressed that public resources must address population needs and contribute to equitable development across different regions. The two budget projects will be examined by the National Assembly and the Senate, following the bicameralism principle enshrined in the May 6, 2024 Constitution.

The review process involves strict adherence to constitutional provisions, organic laws related to finance, the National Assembly's internal regulations, and UEMOA community directives. The examination aims to ensure that budget allocations align with national development goals and citizen welfare.

The Togolese Press Agency reported that the 2026 revised budget and 2027 budget review marks a critical phase in Togo's fiscal planning, reflecting the government's efforts to navigate economic challenges while prioritizing social and economic development.
