The National Assembly of Togo convened its second ordinary session of the year on October 6 in Lomé, primarily to examine and adopt the state's budget. Over the next three months, lawmakers will review 16 bills and address several oral questions. The opening ceremony was presided over by National Assembly President Prof. Selom Komi Klassou, in the presence of government members, heads of state institutions, diplomats, local authorities, and traditional leaders.

During the intersession period, lawmakers examined and adopted 11 bills and responded to two oral questions. They also participated in an extraordinary session, met with their constituents, and engaged in parliamentary diplomacy and capacity-building activities. Prof. Klassou highlighted the importance of scrutinizing the budget, which directly affects the lives of the population, including education, healthcare, rural roads, local development, youth employment, and security.

The National Assembly President emphasized that budget examination must verify the coherence between announced priorities, mobilized resources, and expected results. He stressed that priorities require resources, and resources must be justified by tangible results. This rigorous examination is fundamental to parliamentary control, enabling lawmakers to question forecasts, assess trade-offs, and evaluate the effective capacity of administrations to implement proposed policies.

In addition to the state budget, the agenda includes texts addressing various challenges related to the country's evolution and global developments, such as economic transformation, environmental protection, youth aspirations, social cohesion, and international order shifts. Prof. Klassou underscored the need for the law to remain attentive to global changes while remaining anchored in Togo's realities.

To address these challenges, Prof. Klassou outlined three directions: further opening the Parliament to the world, empowering lawmakers to better understand global changes, and continuing the modernization of parliamentary administration. The presidents of parliamentary groups and committees will hold meetings on October 7 to proceed with the session's work.

As part of Togo's parliamentary diplomacy efforts, Lomé is set to host a high-level meeting in November. The National Assembly's session will focus on crucial issues affecting the country and its citizens. Lawmakers will engage in in-depth discussions on the budget and proposed legislation.
