The Togolese Press Agency reports that the validation ceremony for the diagnostic report of the Communal Development Plan (PDC) of Kéran 1 commune took place on November 5 in Kantè. The event was presided over by Douti N'Sarma Mabiba, prefect of Kéran. This step follows a series of works led by the delegated ministry in charge of Local Development in close collaboration with various stakeholders. The goal is to strengthen the adhesion of all local actors and optimize their involvement in data collection, analysis, and treatment.
The methodology used to draft the report relied on primary and secondary data. Primary data was gathered through individual interviews with households, socio-economic actors, and local professionals. Secondary data covered the commune's history, demographics, socio-economic and cultural profiles. Documents related to Togo's decentralization, local development, and land issues were also reviewed. The report was executed by the "Shilo Solar Ship" cabinet, which analyzed territorial aspects using satellite images and Geographic Information System (GIS) data from the Project for the Census of Economic and Social Infrastructures of Togo (PRISE).
The report's validation involved various stakeholders, including the Steering Committee, deconcentrated state services, traditional chiefs, religious authorities, civil society organizations, youth associations, and base-level development committees. This synergy aims to ensure the effectiveness and overall success of the PDC elaboration process. According to the "Shilo Solar Ship" cabinet, the report provides a comprehensive analysis of the commune's situation, laying the groundwork for the next steps in the development plan.
The mayor of Kéran 1 commune, Mme Agbandao Kounon Nahou, expressed her gratitude to SAFER and "Shilo Solar Ship" for their technical support in realizing the strategic document. She also thanked the country's highest authorities for their initiatives promoting local development. The ceremony was attended by several personalities, including Pitchakarè Piabalo, economist-planner at the delegated ministry in charge of Development, and Tchassanti Mouzakr, geographer-planner at the Kara Regional Planning Directorate.
The next step in the process involves defining the commune's vision and strategic orientation to prioritize axes for the programming phase. This phase will build on the validated diagnostic report to establish a roadmap for Kéran 1's development. The local development plan aims to address the commune's specific needs and promote sustainable growth.
The development plan is expected to have a positive impact on the lives of the commune's residents. By involving various stakeholders in the process, the plan is likely to be more effective and responsive to local needs. The report's validation marks a significant milestone in Kéran 1's development journey.
