Togo's Minister of Finance and Budget, Essowé Georges Barcola, presented the revised 2026 budget and the 2027 budget bill to the National Assembly's Finance Committee on Friday. The budget session, which began on October 6, focuses on two main texts: the 2026 rectified finance law and the 2027 budget project. The ceremony was chaired by the President of the Assembly, Komi Sélom Klassou.

The revised 2026 budget has been reduced to 2,744.2 billion Fcfa, down from 2,751.5 billion Fcfa in the initial law. This decrease is mainly due to a 9.3 billion Fcfa reduction in special allocation accounts. However, the general budget has increased. The deficit is expected to widen to 247.6 billion Fcfa, or 3.4% of GDP, compared to 206.6 billion Fcfa (3%) initially planned. This increase is attributed to measures supporting purchasing power after the oil shock.

The government aims to strike a balance between three priorities: pursuing investments, protecting purchasing power, and maintaining financial sustainability. The 2027 budget project, which amounts to 2,684.1 billion Fcfa, is the first to be implemented under the government's 2026-2031 roadmap. This represents a 2.5% decrease from the previous year. According to Minister Barcola, the goal is to make Togo a "Republic of results," where every expenditure has tangible effects on citizens' lives.

The decrease in the 2027 budget is mainly due to a reduction in treasury charges, which fell by approximately 161 billion Fcfa, resulting from the extension of the duration of titles issued on the market. Budgetary expenditures, however, increased by 93.1 billion Fcfa. The government has made three commitments for the execution of this budget: responsible management, efficient spending, and transparent accountability.

Minister Barcola expressed his openness to a "frank, constructive, and demanding" dialogue with parliamentarians. He recalled that the Parliament's role is to authorize the budget and monitor its execution. The 2027 budget must be adopted by December 31, 2026, at the latest. The government's efforts to balance competing priorities aim to promote economic growth and improve the living standards of Togolese citizens.

The 2027 budget is expected to be the first full-year implementation of the government's roadmap, which outlines the country's development priorities. The Minister of Finance emphasized that every expenditure should have a tangible impact on citizens' lives. This approach is part of the government's efforts to make Togo a more effective and efficient state.

The National Assembly will review and debate the budget project before its adoption. The government's commitment to transparency and accountability is crucial for the successful implementation of the budget. The 2027 budget aims to promote economic growth, improve purchasing power, and maintain financial sustainability, ultimately contributing to the well-being of Togolese citizens.
