The Senegalese Ministry of Justice has taken a significant step towards modernizing its operations with the acquisition of new IT and office equipment. The equipment, valued at 136,930,056 CFA francs, was handed over to the ministry on October 7, 2026, by Minister of Justice, Me Moussa Sarr. This initiative is part of the Project to Support Civil and Commercial Justice (JUCICOM), aimed at strengthening the capacities of civil and commercial courts, as well as technical services within the ministry.
The new equipment is expected to improve the efficiency and effectiveness of the justice system in Senegal. The JUCICOM project, which has two separate financing conventions approved by the AFD's Board of Directors on December 4, 2019, and signed on June 30, 2020, consists of a sovereign loan of 12 million euros and a grant of 8 million euros. The project's overall goal is to contribute to the proper functioning of judicial institutions, providing citizens with accessible, efficient, and effective justice services.
In addition to the equipment handover, Minister Me Moussa Sarr also welcomed the commencement of technical studies for two major infrastructure projects under JUCICOM: the Dakar Commercial Court and the Judicial Training Center. The ATTAUB cabinet has been contracted to conduct these studies and prepare the tender dossier. The estimated cost of the works is 12 million euros, approximately 8 billion CFA francs.
The JUCICOM project has three main components: strengthening access to law and civil and commercial justice, improving the efficiency of civil and commercial justice, and optimizing the capacities of the sectoral policy and project execution. These components aim to enhance the strategic and operational management of the LPSJ, improve the business environment, and provide better services to citizens.
The project also focuses on improving the initial and continuous training of judges and court officials, as well as the operational efficiency of courts and ministry services. This will contribute to a more efficient and effective justice system, which is essential for the country's economic development and stability.
The Senegalese government's efforts to modernize its justice system have been ongoing, with a focus on improving access to justice, enhancing the efficiency of courts, and promoting a favorable business environment. The JUCICOM project is a significant step towards achieving these goals, and its success will be closely monitored by stakeholders.
The new equipment and infrastructure projects under JUCICOM are expected to have a positive impact on the country's justice system, making it more accessible, efficient, and effective for citizens. The project's implementation will also contribute to the country's economic growth and development, by providing a stable and predictable business environment.
