The organization also seeks clarification on the use of funds announced by the outgoing Minister of Family and Solidarity to indemnify victims of political violence between 2021 and 2024.
Furthermore, the Forum Civil is seeking explanations on the acquisition of vehicles by the National Assembly, the use of "Diam" funds from Casamance to purchase vehicles for the Prime Minister's office, and the conditions under which vehicles seized by the Office were ceded to a public authority. The organization also wants a report on the utilization of 8 billion CFA francs released in October 2024 to aid populations affected by floods in the Senegal River.
In response to these concerns, the Forum Civil has urged the Senegalese government to take concrete actions to ensure transparency. Specifically, the organization has requested the publication of the contract between the Senegalese state and Kosmos Energy related to the Yaakar Teranga gas field and the terms of the withdrawal agreement signed between the two parties.
The Forum Civil also demands the full publication of oil revenues from the Sangomar field for the second half of 2024. According to the organization, these revenues are not traceable in the state's budget, semi-annual budget execution reports, or the ITIE 2024 report, which constitutes a breach of the 2022-09 law of April 19, 2022, and article 55 of the Petroleum Code.
In addition to these specific requests, the Forum Civil has recommended that the government hold inclusive national discussions on the governance of natural resources. The organization also suggests making accountability a priority and facilitating access to public information.
