The Agence de Développement Local (ADL) in Senegal has introduced PENCUM GOX YI, a permanent framework for dialogue, reflection, and concertation among territorial development stakeholders. This initiative aims to support the structuring of citizen participation at the neighborhood level. According to the ADL, PENCUM GOX YI is designed as a tool for continuous territorial animation with an institutional vocation.

PENCUM GOX YI aligns with two key national strategic orientations: Acte IV of Decentralization and the National Policy for Sustainable Eco-Neighborhoods. The first orientation seeks to strengthen proximity governance, deepen public policy territorialization, expand citizen participation, and bring administration closer to the population. The second focuses on making neighborhoods spaces for participatory governance, environmental resilience, and improved living standards.

For its inaugural edition, the ADL is placing community actors at the center of exchanges. Neighborhood delegates, neighborhood councils, Bajenu Gox, neighborhood régies, and other relays constitute the entry point for the territory and the first level of population representation. They play a crucial role in intermediation between residents, territorial collectivities, and administration.

The primary functions of these community actors include accurately reporting the concerns, needs, and priorities of populations to decision-making bodies, disseminating institutional information to citizens, promoting social cohesion and community mediation, and supporting and structuring community initiatives, particularly those led by women and young people.

The initiative also aims to promote sustainable eco-neighborhoods and mobilize citizens around improving living standards. By positioning neighborhood delegates at the heart of this device, the ADL makes the neighborhood the first operational link in this reform. This approach seeks to anchor citizen participation sustainably.

The launch of PENCUM GOX YI demonstrates the ADL's commitment to enhancing citizen participation in local governance. By empowering community actors and promoting dialogue, the ADL aims to foster more inclusive and responsive governance at the neighborhood level. This initiative is expected to have a positive impact on the lives of Senegalese citizens.

The article was published on October 28, 2026, and has been viewed 107 times. The ADL's efforts to decentralize governance and promote citizen participation are ongoing, with PENCUM GOX YI being a key component of this strategy. The success of this initiative will likely depend on its implementation and the level of engagement from community actors and citizens.
