The West African Economic and Monetary Union (UEMOA) has launched the Interoperable Instant Payment System (PI-SPI) to facilitate seamless financial transactions across its member states. The platform, operated by the Central Bank of West African States (BCEAO), enables users to send and receive money instantly, 24/7, using their mobile phones or bank accounts. This innovation aims to eliminate the constraints of traditional payment systems, which often require several days to process transactions.
PI-SPI is not a mobile application, but rather an infrastructure that allows different financial systems to communicate and function together. Users can continue to use their existing mobile money or banking applications, which will be connected to the PI-SPI platform. The system enables interoperability between banks, electronic money operators, and financial institutions, allowing users to send or receive money without being limited by the network used by their correspondent.
The BCEAO has been working to connect all financial actors in the UEMOA to the PI-SPI platform, including banks, electronic money institutions, payment establishments, and microfinance institutions. The goal is to ensure effective interoperability between all participants, enabling users to perform transactions with any connected establishment. A new step was taken with the issuance of Notice No. 0019 on October 2, 2026, which makes it mandatory for all electronic money transactions within the UEMOA to be carried out through PI-SPI.
The PI-SPI platform has been designed to favor small transfers, with a focus on daily transactions. According to the BCEAO, transfers with a cumulative daily amount of 8,000 FCFA or less will be free of charge. For amounts above this threshold, fees will be capped at 0.8% of the transfer amount, excluding taxes. The reception of funds remains free of charge. This tarification aims to encourage frequent, low-value transactions.
The PI-SPI platform offers various benefits to users, including the ability to send money from a bank account to an electronic wallet, transfer funds between different operators, and pay merchants using a compatible QR code. Users can also receive funds instantly from other financial institutions. For example, an Orange Money client can now transfer funds to a user on a different network participating in PI-SPI without worrying about the operator used.
The introduction of PI-SPI marks a significant milestone in the development of financial systems in West Africa. By creating a unique infrastructure that connects banks, electronic money operators, and financial institutions, the platform promotes economic integration and financial inclusion in the region. The BCEAO's efforts aim to enhance the efficiency and speed of financial transactions, ultimately contributing to the growth of the regional economy.
As the PI-SPI platform continues to expand, it is expected to have a positive impact on the daily lives of people in the UEMOA region. With the ability to perform instant transactions, users will no longer need to rely on traditional payment methods that often involve lengthy processing times. The platform's success will depend on the continued participation of financial institutions and the adoption of the technology by users.
