The governments of Senegal and Rwanda have taken a significant step towards strengthening their bilateral cooperation. On October 6 and 7, 2026, the two countries held the first session of their Great Mixed Commission in Kigali, Rwanda. The Senegalese delegation was led by Minister of African Integration, Foreign Affairs, and Senegalese Abroad, Cheikh Niang. The commission resulted in the signing of eleven agreements and cooperation instruments.

The agreements cover a wide range of sectors, including political consultations, digital technology, innovation, tourism, youth, culture, sports, higher education, scientific research, and standardization. Additionally, three instruments focus on judicial cooperation in criminal matters, extradition, and the transfer of convicted persons. These agreements reflect the shared desire of Senegal and Rwanda to expand their cooperation to strategic sectors such as defense, security, education, agriculture, health, infrastructure, digital technology, and investment.

The two countries' foreign ministers emphasized the importance of closely monitoring the implementation of these agreements to ensure concrete results. Economic cooperation also played a significant role in the discussions. A Rwanda-Senegal Business and Investment Forum was held on the sidelines of the Great Mixed Commission, bringing together public and private sector actors from both countries. The forum focused on partnership opportunities, trade development, and investment promotion.

The Senegalese and Rwandan governments plan to leverage the African Continental Free Trade Area to enhance intra-African trade and investment. This new dynamic follows the state visit of Senegalese President Bassirou Diomaye Faye to Rwanda in October 2025, which led to the conclusion of several initial agreements. To ensure the follow-up of the decisions made in Kigali, a joint committee will be established.

The joint committee will be responsible for monitoring the implementation of the agreements and identifying areas for further cooperation. A meeting of experts is scheduled for 2027 to evaluate the progress made, and the second session of the Great Mixed Commission is expected to take place in Senegal at a date to be determined through diplomatic channels.

The agreements signed between Senegal and Rwanda reflect the strong commitment of both countries to deepen their bilateral cooperation. The two nations aim to promote economic growth, enhance trade, and foster investment.
