Rwandan Minister of Local Government, Habimana Dominique, has called on citizens to vote for capable and trustworthy leaders in the ongoing local government elections. On October 31, 2026, Minister Habimana visited several polling stations in Muhanga district to assess voter turnout and encourage citizens to participate in the electoral process. He emphasized that voting is a fundamental right granted by the Rwandan Constitution.

Minister Habimana expressed satisfaction with the high voter turnout in Muhanga district, stating that citizens are increasingly understanding the importance of electing capable leaders. He urged voters to choose leaders who will bring about positive change and development in their communities. The minister's visit aimed to motivate citizens to exercise their right to vote and ensure a smooth electoral process.

Hitayezu Edouard, a resident of Ruhina village, said that Rwandans have come to realize the significance of voting for capable leaders, unlike in previous years. He noted that in the past, voters would only turn out after being called by election officials, but now they are more proactive in exercising their right to vote. Edouard attributed this change to increased awareness and education on the importance of voting.

An electoral official in Shyogwe sector reported that some voters are becoming more discerning and are no longer easily swayed by untrustworthy candidates. The official stated that voters are now more informed about the candidates' track records, policies, and development plans. This shift in voter behavior is seen as a positive development in the electoral process.

The local government elections in Rwanda involve the election of representatives to various councils, including the National Women's Council, the National Youth Council, and councils for people with disabilities. A total of seven representatives were elected in each of these categories. Additionally, voters elected representatives to sector and district councils, with a 30% quota reserved for women.

In Muhanga district, voters elected representatives to the sector council, including six members from Akagari ka Ruli, with at least one woman. The elections also involved the selection of representatives to the district council, with 30% of the seats reserved for women. The electoral process is ongoing, with further elections scheduled for November 7, 2026.

The Rwandan government has emphasized the importance of free and fair elections, with citizens encouraged to participate in the electoral process. The government has also implemented measures to ensure the integrity and transparency of the elections. The outcome of the elections will determine the leadership of local councils and have a significant impact on the development and governance of communities across Rwanda.
