Rwanda is preparing to host the 38th international meeting on protecting the ozone layer, which will bring together countries that have signed the Montreal Protocol. The meeting, known as MOP38, will take place in Kigali from November 2-6, 2026. The Montreal Protocol is an international agreement aimed at reducing and eliminating the production and consumption of substances that deplete the ozone layer.

The meeting comes 10 years after countries gathered in Kigali to adopt the Kigali Amendment, which aims to reduce the production and consumption of hydrofluorocarbons (HFCs), a type of gas used in refrigeration and air conditioning systems. Although HFCs do not harm the ozone layer, they contribute to climate change. Rwanda signed the Montreal Protocol in 2003 and has since been working to implement its provisions.

The Minister of Environment, Dr. Bernadette Arakwiye, said that hosting the meeting is an opportunity for Rwanda to celebrate the progress made in implementing the Kigali Amendment. She added that the meeting will also provide a platform for countries to review the challenges and opportunities in implementing the agreement. Dr. Arakwiye emphasized that reducing HFCs and promoting sustainable refrigeration technologies can have a significant impact on protecting the climate and promoting sustainable development.

The meeting will bring together representatives from countries that have signed the Montreal Protocol to review progress made in implementing the Kigali Amendment. The amendment aims to reduce the production and consumption of HFCs and promote the use of sustainable refrigeration technologies. According to the Minister of Environment, the meeting will provide an opportunity for countries to share experiences and best practices in implementing the agreement.

The United Nations Environment Programme (UNEP) has been working closely with countries to implement the Montreal Protocol and the Kigali Amendment. Megumi Seki Nakamura, the Chief Officer of the Ozone Secretariat, said that the meeting will provide an opportunity for countries to review progress made in implementing the Kigali Amendment and to identify challenges and opportunities for future action.
