Rwanda's National Development Agency (RDB) has called on investors to consider opportunities in regional cities and districts beyond Kigali, highlighting the potential for job creation and economic growth. According to RDB Chief Executive Officer, Jean-Guy Afrika, the country's economy can grow if regional cities and districts have strong economic institutions where investors can operate, youth can find employment, and citizens can improve their livelihoods.

The RDB made this call during an investment meeting held in the Huye District on September 30, 2026, which brought together government officials, investors, and business leaders. The meeting aimed to discuss investment opportunities in the district and how they can be leveraged to drive economic growth. Afrika emphasized that regional cities and districts have unique opportunities for investment, such as Huye, which has potential in education, tourism, agriculture, pharmacy, and industry.

The Governor of the Southern Province, Alice Kayitesi, stressed the need for collaboration between the government, investors, and citizens to increase and make investments productive. She noted that sustainable investment requires close collaboration between stakeholders to ensure that opportunities reach every district and contribute to sustainable development. Kayitesi also highlighted the province's commitment to promoting investment in its districts, supporting businesses to establish and expand, and creating jobs.

Huye District Mayor, Ange Sebutege, emphasized that turning investment opportunities in the district into tangible projects requires collaboration between government agencies, business leaders, and citizens. He noted that effective implementation of investment opportunities in Huye requires strong partnerships to ensure that available opportunities translate into sustainable economic growth.

One of the investors who attended the meeting noted that Huye has many opportunities that can attract investors, but there is a need to continue improving the ease of doing business and addressing challenges faced by investors. The investor emphasized that collaboration between investors, the district, and the government is crucial in making investment projects sustainable and contributing to district development.

The RDB's call to investors is part of efforts to promote economic growth and job creation in regional cities and districts. By exploring opportunities in these areas, investors can contribute to sustainable development and improve the livelihoods of citizens. The meeting in Huye demonstrated the commitment of stakeholders to work together to promote investment and drive economic growth in the district and the country at large.

Key initiatives to promote investment in regional cities and districts include improving infrastructure, streamlining regulatory processes, and providing support to businesses. These efforts aim to create a conducive environment for investors and promote sustainable economic growth.
