Dr. Nsengiyumva made the remarks on September 21, 2026, during the Global Africa Business Initiative, also known as "Unstoppable Africa 2026," held in New York, USA. He emphasized that Africa should not only adopt AI but also play a role in its development and implementation, tailored to the continent's specific needs and opportunities. According to him, AI is often seen as a significant opportunity for Africa, but its adoption is still limited in many countries.
The Prime Minister highlighted that Africa should not just be a consumer of technology but rather take an active role in developing and implementing it. He stressed that the focus should not only be on understanding how AI works but also on who builds it and who has control over it. Dr. Nsengiyumva emphasized that Africa needs to develop its own AI solutions that address its unique challenges and opportunities.
Rwanda has taken steps to invest in technology infrastructure, including a comprehensive fiber-optic network and 4G internet that has reached nearly all of its citizens. The country has also started testing 5G technology to further advance its digital landscape. Additionally, Rwanda has digitized over 250 government services and developed a national digital payment system.
In the area of AI, Rwanda has established policies and regulations aimed at promoting the development of AI in a responsible manner. In 2023, Rwanda became one of the first African countries to adopt a National AI Policy, and in June 2026, the government established a national AI agency, the first of its kind in Africa.
Despite the progress made, Dr. Nsengiyumva noted that there are still challenges to be addressed, including access to affordable equipment and energy. He emphasized that governments need to invest in infrastructure that enables their citizens to access and utilize digital technologies.
The Prime Minister stressed that for Africa to play a significant role in the development of AI, collaboration among countries, harmonized regulations, and a pan-African approach to digital product development are necessary. He encouraged Africa to develop its own AI solutions rather than relying on those developed elsewhere.
Dr. Nsengiyumva concluded that Rwanda is committed to playing a significant role in shaping the future of AI in Africa. He emphasized that this requires more than just rhetoric, but also concrete actions, capacity building, and expertise. Key initiatives and collaborations are underway to drive AI development in Rwanda and across the continent.
