Rwanda's National Defence University (NDU-R) has started taking shape with the launch of its first two constituent colleges. The Rwanda Defence Force (RDF), through the Ministry of Defence, opened the National Defence College–Rwanda (NDC-R) on September 25 and the Defence College of Health Sciences (DCHS) on October 2. This marks the beginning of academic activities at the university, which was formally established by law on April 10, 2026.
The idea of establishing a national institution for advanced defence education dates back to 2018. Rwanda engaged with partners, including the United States National Defense University, to explore the creation of such an institution. In January 2026, the Cabinet, chaired by President Paul Kagame, approved a draft law establishing NDU-R. The university aims to consolidate existing RDF training institutions and create a broader system for defence, security, and strategic education.
The National Defence College–Rwanda (NDC-R) is designed to provide strategic-level education to senior military and civilian leaders. Defence Minister Juvenal Marizamunda opened the inaugural course at NDC-R's Bumbogo Campus on September 25. The 11-month course brings together the pioneer cohort, Senior Directing Staff, and civilian faculty. Marizamunda emphasized that strategic leadership requires an understanding of national objectives and the use of military, economic, diplomatic, and informational instruments.
The Defence College of Health Sciences (DCHS) was opened on October 2 at the Rwanda Military Academy–Gako. The college combines military science with advanced clinical training, research, and innovation. Marizamunda described DCHS as the "premier centre of gravity for specialised military medical education." The college aims to prepare health professionals for both peacetime care and austere combat conditions.
The Defence College of Health Sciences (DCHS) has a strong leadership, with Principal Yeshigeta Gelaw stating that the college is opening "a new paradigm for Rwanda: excellence in education, service, research, and innovation." He said the college aims to become one of Africa's leading health-sciences institutions. The college's programs will equip students with the skills and knowledge needed to provide quality healthcare in various settings.
NDU-R brings together several institutions, including NDC-R, DCHS, the Defence Institute of Sciences and Technology, and the Institute for Defence and Strategic Studies. The university also includes the National Intelligence Academy, RDF Command and Staff College, National Police College, and Rwanda Military Academy. President Kagame, as Commander-in-Chief of the RDF, is Chancellor of Honour of NDU-R.
The university is expected to focus on education, professional training, research, and innovation in defence and security. It will also deepen international cooperation, with Rwanda indicating that officers from partner countries could train at the new institution. With the first cohorts now underway, NDU-R has moved from a concept and legal framework into an operating university system.
