The Government of Rwanda has expressed its readiness to implement the Washington Agreement, signed with the Democratic Republic of Congo (DRC) on June 27, 2025. According to Government Spokesperson Yolande Makolo, Rwanda is committed to fulfilling its obligations under the agreement, provided that the DRC also demonstrates its commitment to doing the same. The agreement aims to address security concerns between the two countries, particularly the issue of the FDLR rebel group.
The FDLR, which is composed mainly of former soldiers and militia members who participated in the 1994 genocide against Tutsis in Rwanda, has been a major security threat in the region. The group has been operating in eastern DRC and has been sanctioned by the United Nations and the United States. Under the Washington Agreement, the DRC has committed to taking measures to neutralize the FDLR, while Rwanda has agreed to remove its defensive measures put in place to counter the threat.
The implementation of the agreement is seen as a crucial step towards resolving security concerns between Rwanda and DRC and promoting peace and stability in the region. The agreement was facilitated by the United States and was reaffirmed by the leaders of the two countries, Rwandan President Paul Kagame and DRC President Felix Tshisekedi, in a meeting with US President Joe Biden.
The Washington Agreement covers several key areas, including the respect for each country's sovereignty and territorial integrity, the prevention of acts of aggression and military attacks between the two parties, and the protection of civilians. The agreement also aims to promote economic cooperation, investment, natural resource management, and regional cooperation.
According to Makolo, the implementation of the agreement will be monitored and evaluated to ensure that both parties are fulfilling their obligations. She emphasized that Rwanda is committed to peace and stability in the region and is willing to work with the DRC to address common security concerns.
The agreement has been welcomed by the international community, which has been calling for a peaceful resolution to the security issues between Rwanda and DRC. The implementation of the agreement is seen as a positive step towards promoting peace and stability in the region and improving relations between the two countries.
The two countries have a long-standing relationship, with Rwanda and DRC sharing a border and having significant economic and cultural ties. The implementation of the Washington Agreement is expected to strengthen their bilateral relations and promote cooperation in areas such as trade, investment, and regional security.
