Rwanda's Foreign Minister, Ambassador Olivier Nduhungirehe, has expressed concerns that the sanctions imposed by the United States on Rwanda will not resolve the issues in the region. In an interview with Russian news agency RT, Nduhungirehe stated that the measures are not addressing the root causes of the problems. He emphasized that Rwanda's actions are aimed at protecting its security from potential threats from the Democratic Republic of Congo (DRC).
The conflict in eastern DRC, according to Nduhungirehe, is a Congolese issue, involving the FRN, formerly known as AFC/M23, fighting against government-backed armed groups. He stressed that Rwanda is not a party to the conflict. The minister highlighted that the Washington agreement, signed by Rwanda and DRC last year, had the potential to resolve the tensions between the two countries. However, its implementation is being hindered by the lack of political will from the DRC to dismantle the FDLR.
The FDLR, a rebel group operating in DRC, consists of individuals who participated in the 1994 genocide against the Tutsi ethnic group in Rwanda. Nduhungirehe pointed out that the US sanctions, which include restrictions on Rwandan military officials, companies involved in mineral extraction, and the Ministry of Defense, are not yielding desired results. The US is monitoring whether both parties are adhering to the commitments made in the Washington agreement.
Nduhungirehe expressed disappointment with the US approach, stating that it appears to target Rwanda unfairly. He mentioned that President Félix Tshisekedi of DRC had requested assistance from the US and Qatar to address the country's issues but failed to implement the agreements reached during those discussions. Rwanda, according to Nduhungirehe, will continue to fulfill its obligations under the Washington agreement to achieve lasting peace in the region.
The sanctions imposed by the US on Rwanda have been in place for some time, with the aim of encouraging Rwanda to address concerns related to the FDLR and other regional issues. However, Nduhungirehe's comments suggest that Rwanda believes these measures are not effective in resolving the problems. The situation in eastern DRC remains complex, with multiple armed groups operating in the area.
The Washington agreement was seen as a potential breakthrough in relations between Rwanda and DRC. However, its implementation has been slow, and the two countries continue to have differences. Nduhungirehe's statements reflect Rwanda's concerns about the US approach and its impact on regional stability.
The issue of FDLR and its presence in DRC has been a longstanding concern for Rwanda. The group has been accused of carrying out attacks on Rwandan territory. Rwanda's efforts to address this issue have been met with challenges, and the US sanctions have added to the complexity of the situation.
