During a plenary session on September 30, the assembly's president, Michel Kabwe Mwamba, highlighted the resurgence of attacks by Maï-Maï milicians in the Mitwaba territory and the prevalence of urban banditry in Lubumbashi. According to Michel Kabwe Mwamba, the security situation in Haut-Katanga is dire, marked by renewed incursions by Bakata Katanga milicians in Mitwaba and a series of armed robberies. On September 6, two police officers were killed in an armed robbery at a gas station in Kilobelobe. Furthermore, the president of the Lubumbashi Court of Appeal, Vincent Mwana Mulenda, succumbed to injuries sustained during an armed break-in at his home in the Bel-Air neighborhood.

The president of the provincial assembly commended the Lubumbashi military tribunal's verdict, which sentenced to death and 20 years in prison the perpetrators of an armed robbery at the ABD gas station. This verdict was delivered after a public trial. The assembly's concerns about the security situation were compounded by another pressing issue: the influx of children who have been separated from their families in Lubumbashi.

The phenomenon of children in need of care and protection has drawn the attention of deputies. In response to this persistent situation, Michel Kabwe has urged the provincial government to strengthen the monitoring, protection, and psychosocial and educational support for these children. If necessary, he suggested that the government consider financing partnerships with social structures in the province to address this challenge.
