A Nigerian House of Representatives Sub-Committee has dismissed a petition filed by the Nigerian Energy Security Watch Group (NESWG) against NIPCO Plc. The petition sought the investigation, suspension, and cancellation of gas distribution licences issued to NIPCO by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). The Sub-Committee, formed in October 2026, decided not to proceed with the proposed investigation.
The petition targeted NIPCO's gas distribution licences for Lagos, Ogun, Oyo, and Osun States, as well as the Lagos and Lekki Free Trade Zones. It also requested a public hearing on the matter. The Sub-Committee, given a 14-day extension on October 26, 2026, announced its decision after a sitting on Thursday. Chairman Hon. Peter Aniekwe clarified that licence issuance and regulation fall under NMDPRA's statutory mandate as per the Petroleum Industry Act.
The National Assembly reaffirmed its commitment to exercising oversight responsibilities over the licensing process in the public interest. Aniekwe disclosed that NMDPRA aimed to complete and roll out gas distribution licensing in the fourth quarter of 2026. The Sub-Committee will monitor the process to ensure compliance with regulatory frameworks. He emphasized Nigeria's need for an open, competitive, and safe gas market.
Aniekwe noted that investors require a transparent and stable regulatory environment for long-term investment. Gas remains critical to Nigeria's energy security and transition to affordable energy alternatives. The National Assembly will support policies and frameworks that encourage investment, protect consumers, and guarantee licences serve the national interest.
The House of Representatives remains open to genuine petitions and concerns related to the gas sector. Every petition will be considered on its merits. Aniekwe appreciated the Sub-Committee and its Secretariat for their diligence and commitment throughout the assignment.
The decision to dismiss the petition was formally presented by Aniekwe. The Sub-Committee's report was concluded after thorough examination and consideration of the issues raised in the petition. The National Assembly's oversight role ensures that regulatory processes are fair and transparent.
The gas sector is crucial for Nigeria's economic growth and energy security. The National Assembly's stance on supporting policies and regulatory frameworks encourages investment in the sector. This move aims to ensure that Nigeria's gas market is competitive, safe, and serves the broader national interest.
