On October 28, 2026, Ramatoulaye Camara was officially installed as the new Minister of Employment, Labor and Social Protection in Guinea. In her inaugural speech, she emphasized her commitment to leading the department with rigor, loyalty, and determination. The ministry plays a crucial role in addressing social expectations and dignity. Camara highlighted that her mission involves addressing the concerns of a youth searching for its place, workers seeking respect, and enterprises requiring competent personnel.

Minister Camara expressed her deep gratitude to President Mamadi Doumbouya and Prime Minister Amadou Oury Bah for entrusting her with this responsibility. She reviewed recent achievements of the ministry, including the update of the 2026 operational action plan and the development of the first Medium-Term Expenditure Framework (MTEF) for 2027-2029. Additionally, she noted successful negotiations with trade unions and the patronage, which led to resolving the strike at the Mandiana mining company and resuming operations.

The minister highlighted several key accomplishments, such as intensified inspections in the private sector and public establishments. These efforts resulted in the Labor Inspectorate recovering nearly 800 million Guinean francs in penalties. Furthermore, safety inspections were conducted at the Moribayah port site. The ministry also launched a capacity-building program for 1,300 young people across 10 locations, in collaboration with AGUIPE. Moreover, the national project for formalizing the informal economy was initiated.

Minister Camara also mentioned the signing of an administrative agreement between CNSS and CNPS. This agreement ensures the continuity of retirement rights for workers transitioning between the public and private sectors. To address employment challenges and support national projects, particularly the integration of the ministry's portfolio into the Simandou 2040 program, Camara outlined five priority areas. These areas include employment and professional insertion, labor and social dialogue, accessible and sustainable social protection, partnership and tripartism, and rigorous execution and governance.

The minister emphasized the need to anticipate economic changes in Guinea, particularly with the Simandou 2040 program. She stressed the importance of preparing for labor needs, qualification requirements, and ensuring job quality. Camara expressed her commitment to making social transformation a cornerstone of national economic development. The minister's vision focuses on aligning the country's development trajectory with its employment and labor goals.

Under Camara's leadership, the ministry aims to prioritize employment creation, improve working conditions, and enhance social protection for Guinean citizens. Her strategy involves collaboration with various stakeholders, including trade unions, employers, and international partners. By addressing these critical areas, the ministry seeks to contribute to the country's overall economic growth and social stability.

As Minister Camara begins her tenure, she faces the challenge of implementing her ambitious plans and achieving tangible results. With her experience and commitment to her role, she is poised to make a positive impact on the lives of Guinean citizens. The ministry's progress will be closely watched by stakeholders, both domestically and internationally, as Guinea continues to navigate its economic development trajectory.
