Eligible passport holders from the three African countries may enter Qatar without a visa and stay for a maximum of 90 days within a single trip or across multiple entries within a six-month period. This is in accordance with Qatar's bilateral agreements and its entry and exit regulatory framework. The arrangement also includes an exemption from exit permit requirements, a notable distinction for officials covered under the bilateral agreements.

Qatar's ministry did not provide further details on the 16 additional non-African countries included in the list.
