The Petroleum Authority of Uganda (PAU), a statutory body established under the Petroleum (Exploration, Development and Production Act 2013), is seeking a National Content Officer – Contracts to join their team in Kampala, Uganda. The PAU's primary mandate is to monitor and regulate the exploration, development, and production of petroleum in Uganda, ensuring compliance with relevant laws, regulations, and international best practices.
The successful candidate will be responsible for monitoring and regulating procurements in the Oil and Gas Sector, measuring and reporting on national content achievements. Key duties include reviewing Bid Evaluation Reports, quarterly and annual procurement reports, and preparing compliance reports. The officer will also support monitoring value addition efforts arising from procurements and prepare monthly, quarterly, and annual reports.
The National Content Officer – Contracts will participate in stakeholder engagements to highlight oil and gas opportunities for Ugandans and review contracting strategies submitted by Licensees. The officer will also keep an up-to-date record of contracts for goods, works, and services entered into by Licensees and support the Authority's annual audit exercises of procurement processes.
To qualify, applicants must hold a bachelor's degree (Hons) in Law, Business Administration, Procurement/Supply Chain Management, Engineering, Economics, Physical Sciences, or a related discipline from an internationally recognized institution. A minimum of three years of relevant work experience in a busy and well-organized institution is required, with specific experience in the Oil and Gas Industry being an added advantage.
The ideal candidate should possess risk management, analytical, innovative, and communication skills, with a high level of integrity and interpersonal skills. The position requires a probationary period of not more than six months, and subsequent confirmation in service will be based on satisfactory performance.
