The Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) has initiated discussions with Azikel Refinery for a structured offtake partnership. This partnership aims to supply locally refined petroleum products to retail outlets nationwide. A PETROAN delegation, led by its National President, Dr. Billy Gillis Harry, visited the Azikel Refinery in Yenagoa, Bayelsa State. They were received by the Chairman of Azikel Refinery, Dr. Eruani Godbless, and members of the refinery's management team.

During the visit, the PETROAN delegation inspected the ongoing work at the refinery, describing the project as "wonderful." Dr. Harry stated that the visit focused on the refinery's development and operational plans, as well as opportunities for employment and stronger collaboration with retail outlet owners. The delegation's visit is part of PETROAN's efforts to expand domestic refining capacity and strengthen local supply. This includes collaboration with indigenous refineries as part of its broader engagement with stakeholders across the downstream value chain.

A significant part of the meeting was the proposed offtake arrangement. Under this arrangement, PETROAN members would have access to petroleum products from the refinery based on mutually agreed commercial, technical, and operational terms. This partnership would enable PETROAN members to access locally refined products, improving product availability and strengthening supply chains. It also presents an opportunity for Nigeria to grow its domestic refining capacity.

Dr. Harry assured that PETROAN is committed to working with indigenous refineries to strengthen the downstream sector and improve access to locally-refined products. He emphasized that the growth of domestic refining capacity is crucial for Nigeria. By building practical partnerships with indigenous refineries, PETROAN aims to create greater certainty for businesses and consumers. Responding to the PETROAN delegation, Dr. Godbless highlighted that the Azikel Refinery is the fourth-largest private refinery in Africa. He assured them that, once completed, the project would add value to the oil and gas industry value chain. Both parties agreed on the need for continued engagement to address the commercial and operational requirements of the proposed partnership. This will ensure a smooth implementation of the offtake arrangement.
