The National Pension Commission (PenCom) has unveiled a series of reforms aimed at improving pension administration, strengthening service delivery, and extending pension coverage to more Nigerians. The reforms, announced by PenCom Director-General Omolola Oloworaran, are designed to create a transparent, sustainable, and responsive pension system. The initiative, dubbed Pension 2.0, is anchored on innovation, inclusion, and integrity, and seeks to modernize the pension industry, widen participation, and improve customer experience.
The reforms include guidelines for administering Retirement Savings Accounts in foreign currency, enabling Nigerians living abroad to participate in the Contributory Pension Scheme. This move is expected to make the pension system more adaptable to the realities of a global workforce. Additionally, PenCom has developed a guideline on the Personal Pension Plan, targeted at self-employed Nigerians and workers in the informal sector who have traditionally remained outside the formal pension system.
The Personal Pension Plan is expected to address some of the barriers limiting financial inclusion and provide more Nigerians with an opportunity to make provisions for retirement. PenCom has also developed a framework for engaging accredited pension agents to expand pension services nationwide. The agents will play a key role in marketing and selling the Personal Pension Plan to underserved communities and individuals.
PenCom has also issued revised guidelines for corporate governance for licensed pension fund operators. The revised guidelines aim to strengthen accountability, transparency, and ethical standards among operators. Furthermore, the recapitalization requirement for pension fund operators will improve their financial strength and resilience, providing greater protection for pension assets and contributing to a stable, efficient, and competitive pension sector.
The reforms demonstrate PenCom's commitment to converting its mandate into practical measures capable of improving pension administration and customer experience. The commission is committed to ensuring that contributors can access their Retirement Savings Accounts efficiently and without unnecessary delays. Employers will also benefit from simpler, clearer, and more transparent compliance procedures under the ongoing reforms.
Effective service delivery remains the cornerstone of public trust, and PenCom is committed to strengthening its service culture. The commission will promote open communication and enhance digital platforms through which contributors and retirees interact with the pension system. Other stakeholders, including pension fund operators, employers, and the media, have been commended for their cooperation with PenCom.
The annual Customer Service Week, themed "Extra Mile," reflects PenCom's determination to go beyond conventional service delivery and provide a more efficient and responsive pension system. The event also featured calls from stakeholders, including the Service Compact with All Nigerians and the Nigeria Union of Pensioners, for pension institutions to prioritize exceptional customer service and rebuild public confidence in the pension industry.
