Pearl Bank, a leading financial institution in Uganda, has announced the appointment of two seasoned executives to its management team. Dorcas Balimukuubo Kiwemba has been named Chief Legal Officer and Company Secretary, while Steven Mwesige has been confirmed as Chief Information Security Officer. Dorcas Balimukuubo Kiwemba brings over 14 years of experience in the financial services sector to her new role. She specializes in board governance, regulatory compliance, legal risk management, and strategic advisory to senior leadership. Prior to joining Pearl Bank in June 2026, she spent over eight years with Standard Chartered Bank Uganda, where she served as Country Legal Counsel and Assistant Company Secretary.

Steven Mwesige is a technology, cybersecurity, and risk governance executive with over 15 years of experience. He has led the transformation of Pearl Bank's cybersecurity function, strengthened the bank's security posture, and achieved internationally recognized ISO/IEC 27001:2022 and PCI DSS certifications. His expertise spans cybersecurity strategy, enterprise risk governance, cyber risk management, data protection, regulatory compliance, and security operations.

The appointments bring a combined 30 years of legal, governance, and cybersecurity expertise to Pearl Bank. The bank's management team is expected to benefit from their experience in navigating complex regulatory environments, strengthening governance frameworks, and delivering effective oversight across legal, risk, and compliance functions.

Steven Mwesige holds an Executive MBA in Artificial Intelligence and Blockchain with distinction from Guglielmo Marconi University, Italy, and a BSc in Information Technology from Uganda Christian University. He also holds several professional certifications, including the DCRO Institute Certificates in Risk Governance and Cyber Risk Governance.

Dorcas Balimukuubo Kiwemba holds a Graduate qualification from the Chartered Governance Institute (UK & Ireland), a Bachelor of Laws (Hons) from Makerere University, and is a member of the Uganda Law Society and the East African Law Society. Her experience includes leading company secretarial activities, managing litigation and external counsel, and advising on high-value transactions and business initiatives.
