Controversial pastor Paseka "Mboro" Motsoeneng's business, Incredible Happenings, received lucrative contracts from Rand Water, a water utility in South Africa, during the festive season last year. According to water and sanitation minister Pemmy Majodina's written reply to a parliamentary question, Mboro's business scored tenders worth approximately R6.5m in just four months, between November 2025 and February 2026.
The tenders were for event venue rentals by Rand Water, with costs amounting to R2.3m on November 3, 2025, R213,000 three days later, a further R3.8m on December 5, and another R21,000 in February 2026. These events included long-service awards and training. The contracts have now been referred for further investigation following allegations of wrongdoing.
Majodina's office stated that Rand Water's Integrity and Probity Assurance Business Unit is conducting an independent fact-finding review, which was referred by Supply Chain Management on September 1, 2026. This review aims to establish if there was any link between Mboro and another pastor, Witness Mazanga, who has also secured lucrative tenders worth hundreds of millions from entities such as Joburg City Power.
According to Majodina's reply, the services related to venue hire for four Rand Water events held during the 2025/26 financial year, and the contracted venue services were delivered, with all four events completed. However, MKP MP Visvin Reddy expressed concerns that an internal investigation may not be sufficient, calling for the matter to be probed by law enforcement agencies such as the Hawks and the Special Investigating Unit (SIU).
Reddy stated that if evidence emerges of corruption, bid manipulation, conflicts of interest, fraud, or improper influence, the matter must be referred to the appropriate independent law-enforcement and investigative authorities. He emphasized that public institutions cannot investigate themselves behind closed doors and expect parliament and the public to accept that everything is fine.
The controversy surrounding Mboro's business contracts has raised concerns about accountability in the water sector, with Reddy stressing that every rand must be accounted for. He vowed to continue pursuing the matter through parliament, ensuring that those responsible face the full consequences of the law if public money was manipulated to benefit connected individuals.
Mboro declined to comment on the matter, responding with "Iyooo, I wasn’t aware about this, no comment" and stating he was "under watch for 24/7" in a text message. The investigation into Mboro's business contracts is ongoing, with the outcome yet to be determined.
