Political heavyweights in Kenya are under pressure to meet strict electoral timelines as the Independent Electoral and Boundaries Commission (IEBC) and the Registrar of Political Parties begin enforcing key compliance deadlines. The deadlines will determine which parties can participate in the 2027 general election. Parties must submit their election and nomination rules to the Office of the Registrar of Political Parties between September 28 and October 16.
The Registrar of Political Parties, John Cox Lorionokou, emphasized that registration is a continuous process, but only fully registered and compliant parties can participate in elections. Parties issued with provisional certificates, like Eliud Owalo's People’s Prosperity Party, must attain full registration within 270 days. Owalo's party was issued a provisional registration certificate in July and must complete the requirements for full registration.
Nairobi Senator Edwin Sifuna faces a challenging situation with the Linda Mwananchi political brand. The Political Parties Disputes Tribunal recently set aside the Registrar’s decision declining to reserve the Linda Mwananchi Movement name and ordered the Registrar to reserve it within seven days. Sifuna stated that the fight is not for a party but for a brand, their name.
The October 15 deadline for submitting authorized officials and specimen signatures is critical, especially for new outfits still completing registration. Embakasi East MP Babu Owino has secured a registered vehicle after Muungano Party changed its name to The Mwananchi Party, effective September 10. Siaya Governor James Orengo plans to unveil the Liberal Democratic Party as a vehicle for his 2027 presidential bid.
IEBC chairman Erastus Edung Ethekon warned that the deadlines are legally binding and essential to the orderly and credible conduct of the electoral process. Adherence to the set timelines is non-negotiable. The October 15 deadline will be followed by the October 30 deadline for certification of nomination rules by the Registrar, and parties must submit the certified rules to the IEBC by November 6.
The squeeze will intensify next year, with parties required to submit their membership lists to the ORPP between March 16 and March 23, with certification due by March 23. Certified registers must subsequently reach the IEBC by April 12. Party primaries and any resulting disputes must be concluded by May 8.
The ORPP has set detailed requirements governing party nominations, including notifying the Registrar of the intended nomination method at least 10 days before the exercise. The presidential election is scheduled for August 10, 2027, despite an ongoing legal debate over the constitutional timing of the polls. Lawyer Bobby Mkangi noted that missing set deadlines could have serious consequences for parties seeking registration.
